In the course of the project investigation and design phase, significant structural deficiencies were discovered in the substructures of the bridges at Central and Suffolk Streets requiring additional engineering and a greatly expanded scope of work for rehabilitation and preservation of these bridges than was anticipated at the time of the submission of the TIGER grant. Engineering documents provided at the time of the grant did not reflect the scale of these structural issues at the two bridges.
In order move forward with this crucial project, and meet the regulatory timelines associated with federal TIGER funding, the Federal Highway Authority approved removing the Suffolk Street over the Northern Canal Bridge from the scope of work described in the awarded TIGER grant.
